About us

Short history:

  • In 1996 Šiauliai Business Advisory Centre made the first analysis of the need of business incubator in Šiauliai.
  • In 1997 and in 1998 Šiauliai Business Advisory Centre and Šiauliai University Centre of Social Research questioned businessmen about the demand of business incubator in the city. The project was funded by Šiauliai City Municipality.
  • In 1998 Šiauliai Business Advisory Centre prepared a business plan for establishing business incubator in Šiauliai and proposed it to the Ministry Of Economy of Lithuanian Republic.
  • Šiauliai Business Incubator was established in January, 1999.

Our objectives:

  • to assist in the development of the city's and region's newly-incorporated small- and medium-sized companies;
  • to foster their ability to adapt themselves and to act independently in the market;
  • to stimulate creation of new businesses and jobs;
  • to support the introduction of technological innovations into business as well as to assist in the formation of a commercial base for such projects;
  • to decrease the number of unsuccessful businesses and to prolong the lives of businesses;
  • to form a business co-operation network in the city and region;
  • to unite efforts in attracting Lithuanian and international financing programs as well as
  • to support companies during their implementation;
  • to create suitable conditions for the city's business society to make use of the Incubator's accumulated information, its Lithuanian and foreign knowledge bases related to international business, legal databases, business innovations, and published catalogues, both in hard copy and on the Internet;
  • to co-operate with Lithuanian and foreign business incubators and other business support structures, non-governmental institutions and various companies.

Services:

  • Lease of premises for companies activity (20 - 60 m2);
  • Provision of a postal address to newly-incorporated companies, postal and telephone services;
  • Consultations on business financing and planning issues;
  • Accounting management (for the companies under incubation) and financial consultations;
  • Technical office and business administration services;
  • Translation services;
  • Access to up-to-date business information by modern communication means (Internet, e-mail);
  • Introduction and dissemination of innovations;
  • Organization of trainings and workshops, exhibitions, presentations and other events (hall of 120 m2 equipped with modern communication, video and audio capacity).

Stages of establishment:

  • June - December 1999. Reconstruction of main structure of the building, entire second floor, the presence-chamber and stairwell of the first floor. 500 square meters are reconstructed, 320 square meters are intended for rent.
  • February - June 2000. Reconstruction of the first floor and the lecture hall. 600 square meters are reconstructed, 4 rooms occupy both - the 1st and the 2nd floor. The lecture hall can stow 90 people.
  • October - December 2000. Reconstruction of 7 premises in the basement.
  • October - December 2000. Reconstruction of the second block that hold 9 premises.
  • January 2002. New enterprises settle down in the 2nd block.


Altogether, we have 1850 square meters of space, including 1060 m2 that are intended for rent. 34-35 enterprises have the ability to work here.
Procedure for Admittance to the Business Incubator

The decision to admit a firm to the Business Incubator is made by the Business Incubator Board, which is composed of representatives from the founders, the Šiauliai Regional Chamber of Commerce, associated business structures, the Šiauliai County Administration and Šiauliai University.



Criteria, by which companies are evaluated for admittance to the Business Incubator:

  • Originality of idea and business type;
  • Suitability of products for export and provision of services critical for the city's and region's residents;
  • Use of the Šiauliai region's technology, production capacity and business traditions;
  • Creation of high value-added products and services;
  • Actualisation of inventions and innovations;
  • Job creation;
  • Growth potential.
